I think there *is* an analogy about drunk driving but not quite what you 
described. I've used one in speeches to try to distinguish between risk 
taking and victim blaming. I don't have a transcript for you, but it goes 
something like this:

"If someone wanders into the middle of the street at midnight, on New Year's 
Eve, most of us would call that risk-taking. But if a drunk driver speeds 
along and hits them, we don't say the pedestrian deserved to die."
