It's not in that last Diary installment. It sounds more like an interview or perhaps a headnote, but I checked the latter in X and no luck. 1982 texts listed in A John Cage Compendium inconclusive. Sorry I couldn't be more help.

It is used frequently online, including on Peter's page for Cage.  But the only attribution I have is "John Cage (1982)".  My guess is that it could be in the last part of the Diary, but I don't have a copy of X here.
