I think you may be reading too much into this.
The signs are used as divisions of the whole.
Each unit of the structure contains 12 lines with
each being separated by a single symbol. The
complete text is divided into 5 large parts in various
proportions that are marked, instead, with *two* symbols.
There is likely no mystical reason behind the choice.
Good luck with your performance of this. I've done this three times:
Sept. of '75 and '77 and Jan. '78. It's probably time for me to revisit this.
