Only this evening I found this article about what has happened to Sandusky’s first victim since the scandal became public.

Apparently he’s been bullied and harassed so much for coming forward and “getting Joe Paterno” fired he’s had to leave school in the middle of his senior year. I haven’t seen or heard any mention of this particular episode in any of the national coverage of the issue.

The U.S. Department of Education’s Penn State investigation is solely on Clery and is being conducted by their office of Federal Student Aid (FSA). FSA does not have jurisdiction over civil rights issues so their investigation won’t extend into these issues.

If most if not all Sandusky's victims were young black children, as has been reported, why would there not be a title IV investigation rather than a clery act investigation?  does anyone know the actual scope of the investigation?
