The U.S. Department of Education’s Penn State investigation is solely on Clery and is being conducted by their office of Federal Student Aid (FSA). FSA does not have jurisdiction over civil rights issues so their investigation won’t extend into these issues.

Subject: a bit more on penn state

If most if not all Sandusky's victims were young black children, as has been reported, why would there not be a title IV investigation rather than a clery act investigation?  does anyone know the actual scope of the investigation?
