I believe investigations have been launched by OCR (Title IX) and a Clery Program Review.  No word on Title VI, but a good point.  They’re not mutually exclusive investigations.

If most if not all Sandusky's victims were young black children, as has been reported, why would there not be a title IV investigation rather than a clery act investigation?  does anyone know the actual scope of the investigation?
