In relation to the Freeman Etudes and Cage's later use of notation, there are several passages that might be what you are remembering in Kostelanetz's Conversing with Cage
(2nd ed., Routledge, 2003), pp. 95-99, and in William Duckworth's interview with Cage in John Cage at Seventy-Five (edited by Duckworth and Richard Fleming, Bucknell University Press, 1989), pp. 24-25. Both might be worth checking.

I think the context may be have been Cage's return to more 'music' notations in the 1970s and 80s, perhaps with reference to one of the sets of Etudes. I think the comment was suggesting that more fixed notations work better for some people and less fixed
for others.
Or this all may have been a dream...!

Maybe someone else knows otherwise, but I can't really think of an instance where Cage said anything directly like that. I do know that in his "Defense of Satie" he talks about "law elements" and "freedom elements." This concerns how he wrote his music up
to the late 1940s and prior to his use of chance.
One thing for sure: Cage knew that freedom and rules were both needed, and connected, at least when it came to how he wrote music.
