Dear Philip,
Maybe someone else knows otherwise, but I can't really think of an instance where Cage said anything directly like that. I do know that in his "Defense of Satie" he talks about "law elements" and "freedom elements." This concerns how he wrote his music up
to the late 1940s and prior to his use of chance.
One thing for sure: Cage knew that freedom and rules were both needed, and connected, at least when it came to how he wrote music.
