We train a large administrative panel and have smaller panels (4 people)
adjudicate cases.

Large panels may have merits, but in practice are tough to train, and on many
campuses, can be intimidating to victims/survivors. Smaller panels are more
manageable.

lot of sex crimes cases as a prosecutor and I would *much* rather have a
jury than a bench trial. Sure, you can always hope for a wonderful judge
and there are some god-awful jurors out there, but I found at least in
my work, you have a better chance of good people having a say when
