I would not use a single decision-maker model at a public university unless you provide an appeal. Too susceptible to due process challenge in the courts.

I am exploring the investigation/resolution procedures used on college campuses in cases of sexual assault. Specifically the pros and cons of utilizing a single decision maker verses a panel to determine the ruling of the case. Does anyone have any insight into this topic they could share with me or have resources to suggest?
