I think the other consideration is asking about criminal behavior. You could 
risk collecting data, depending on the wording of the question and the 
context in which it is given, that indicates a low rate of perpetration.

We are about to conduct a large scale anonymous sexual assault survey.  We 
are considering one or two questions directed at offenders.
