The weird thing is that in the budget sample it says they are allowable. That's where the confusion has come. I think we will stick with the actual RFA which clearly says they are not allowed.

We provided our Grants Office with a copy of the Funding Announcement/Guidance and highlighted the area that stated that no indirect costs were allowed.  That satisfied them.
