A blanket indirect cost (e.g., 52%)  is not allowed.  What is allowed is that you can itemize indirect costs in your budget (e.g., postage, IT support), if those indirect costs are necessary to support the grant.

This is true. However in the sample budget it states they are allowed which is where my confusion lies. I think it's safe to assume that it is not allowable and use the statement on page 28 of the RFA with budget offices on campus.
