here's a bit of additional advice - 

Keep it simple (mindful that we don't require special training for campus 
police investigating other kinds of offenses) because, frankly, it is simple.

The hard part about these cases is dealing with the harsh judgments of others 
- and the sexism - that too often leads to a distortion of the truth.  You 
can't really fix this with a certain q and a format during the investigation.

That said, I have four simple rules to help keep things focused.  
1-less is more (really - all you need is the statement "he penetrated me 
without my consent".  context rarely adds much to the issue in dispute - 
which is typically consent.  in fact, the more you add to the picture to 
"give context', the greater the chance the information will inhibit a fair 
elucidation of the truth.  of course, when drugs and alcohol are involved, an 
investigation should involve enough questioning to ascertain whether the 
victim's capacity to consent was negatively affected by an intoxicant - but 
this line of questioning should not stray into other areas).
2-maintain narrow time and subject matter parameters to avoid including 
irrelevant prejudicial information in the file.
3-ALWAYS interrogate the suspect IMMEDIATELY and if it's a consent case - 
ALWAYS ask narrative questions that require him to provide long answers.  
Lies are MUCH easier to detect in narrative responses than in short answers 
and yes and no type questions.
4-in a consent defense case, ALWAYS ask - when the suspect says "it was 
consensual" - "how did you know"? - and let him go on and on and on with his 
answer.  Kobe Bryant notoriously said "I could see it in her eyes."  I've had 
cases where the offender said things like "I wasn't sure because she was in 
and out of consciousness" and "she was kissing me" etc.  The same ideas that 
make us judge victims harshly enable men to feel confident saying dumb things 
about consent, and that, when viewed objectively, provide poweful evidence of 
non-consent.

We are in the process of developing our Sexual Assault Response Team on 
campus.  
Our campus police contacted us today to request a training for the officers.  
They struggle with interviewing and handling the survivors' questions and 
emotions.  What training tools/programs have others used?  Any suggestions 
would 
be greatly appreciated!

I have found the manual created by the National Center for Women and
Policing for investigating acquaintance sexual assault to be quite useful.

We sponsor an annual sexual assault investigation training for all law
enforcement in our area.  This year Claire Harwell, J.D.
()was
 the trainer and I would highly recommend her.
She was a university police officer and has prosecuted sexual assaults so
has a wealth of experience and knowledge.  She really gets cross-over,
serial offending and how to investigate these crimes.  

She recommended the International Association of Chiefs of Police Sexual
Assault Guidelines and Investigative Strategies.
