For the most part, the campus chooses its funding priorities with the money it is given. While the state should provide specific funding, the campus is responsible for legislation which applies to it. On each of those campuses, you can find many programs which were NOT cut - regardless of receiving or not receiving specific funds from the state for that expenditure.
If campuses are cutting legislatively mandated programs, they should be held accountable.
