I think it is worth noting that the California Education Code sections that
Dawn, Melanie, and Claire have referenced were not attached to any source of
funding. So, even though the introduction of these codes was a great step
forward for California colleges and universities, as an unfunded mandate the
actual implementation of these codes has been inconsistent (even when the
state budget was doing well). In the current California budget climate, many
CSU and UC sexual assault programs have been drastically cut if not
eliminated.
