I'm fairly certain she was referring to all campuses, but if I hear back from 
her, I will forward that information.  Apologies for any confusion I am 
causing.

That was my assumption so I contacted Calcasa (the VAWA Grantee Technical
Assistance providers) for clarification. I will forward on their answer.

Subject: Title IX Requirement

Education of all incoming freshmen on the topics of Sexual Assault, Dating
Violence, Domestic Violence & Stalking are required as a stipulation of the
OVW DOJ grant currently in its application period for college campuses. 
Perhaps the presenter was referring to the grant requirement.
