I think it is just as likely to be DENIAL as ignorance of these dynamics that keeps colleges from appropriately preventing and responding to SA.
Some administrators choose to dismiss the research in favor of their personal theories about rape, which as in the rest of the population tend toward victim blaming and disbelief.

Ben, Yes, we see it repeatedly and it is one of our missions to wake up the
college administrators to the reality that the "nice young man" could be a
repeat offender and they should expel him. Dr. David Lisak's research about
the undetected rapist underscores the fact that a small % (about 4 %) of
such perpetrators have an average of four victims! It is their modus
operandi. We consider the lack of knowledge about such perpetrators and the
