Hi folks. Massachusetts is an exception to requiring victims to report to law enforcement in order to access victim compensation funds. In MA if a survivor
has a SANE exam, the Attorney General counts that as a “report” and the survivor then has access to VC.

Most state CVC funds require victims to report to law enforcement (and generally, ongoing cooperation with the investigation)—Title IX indicates that campuses may
not require victims to pay for counseling if counseling is part of their interim safety measure(s). This is determined on a case by case basis, but does beg the question about campus (Iike the one I work for), who have a session limit for student mental health

page 33) Question: If a school provides all students with access to counseling on a fee basis, does that suffice for providing counseling as an interim measure? Answer: No. Interim measures are determined by a school on a case-by-case basis. If a school determines that it needs to offer counseling to the complainant as

Not exactly the answer, but to consider: CA Victim’s Compensation Fund covers mental health services “not otherwise covered.” This could be an avenue for those survivors who qualify to get their counselling
