I would contact the Virginia Sexual and Domestic Violence Action Alliance (www.vsdvalliance.org). They have a well-outlined prevention plan and lots of resources devoted to this.  They have an excellent conference as well (recently held).

I am working on a statewide committee through our Tennessee Coalition to complete a state sexual assault prevention plan and we wanted to reach out to various groups to inquire about their experiences.
