In that situation, I would advise our campus clients to offer credit, not reimbursement (and also to help the survivor to appeal through the financial aid process accordingly), unless they somehow failed to address a dangerous situation or admitted a known
predator, or otherwise contributed to the occurrence of the harm. I would be very much in favor of requiring a rapist to pay the reimbursement as part of the campus sanction, but that really only is feasible in cases where he is not expelled, and in most
cases, he should be.

It sounds like for now the guidance is that universities should handle financial remedies on a case-by-case basis, but that reimbursement may be indicated if the school's inaction contributed to a barrier to education
(and financial burden) for the survivor. It would be great to see guidance that speaks to survivors' rights to such support if they choose not to report to the university, but decide to withdraw from school immediately to care for themselves.
