My question was really about the challenges/issues in having these two roles filled by one person.
 
On our campus we present the requirement to report as an effort to make sure the university is providing all possible supports and accommodations to the student survivor as well as ensuring that there is no threat to the larger campus community.  We use the steps: Respond, Refer, Report with employees.  Respond: "I am sorry this is happening for you and I will do everything I can to make sure you get support."  Refer: "I would be happy to walk across to Counseling / call and advocate with you..."  Report: I do need to let the Deputy Title IX Coordinator know so that she can make sure you get all of the possible support and assistance... no need to meet with the Deputy if you don't want to, etc."  In this way the Title IX Coordinator is seen as a partner with other supports and programs on campus.  That said we also blessed to have a particularly sensitive and skilled Deputy Title IX Coordinator in Joy Pufhal.

I agree with Wanda’s point. I’ve recently acquired a license because my state does not protect the confidentiality of survivor advocates and, therefore, there has been a move to consider our program “on notice” and needing to share information about the students we serve so the university can investigate.  Education and outreach should be centered on helping students really process through these issues and catalyze action in their lives.  I have been challenged by the recent trend of reporting as primary when we should be working comprehensively, centered on supporting our students who have survived violence.

Often times when I’m doing presentations to students, afterwards someone will disclose an assault. As the Prevention Ed Coordinator for a Women’s Resource Center, which is completely victim focused, I show them support as well as refer them to our therapist and advocates. My understanding of the Title IX Coordinator’s job would be to investigate accusations, or at least that’s the role it has taken on our campus. I’d be concerned that the reputation of investigating may overshadow the role of educating/preventing and that might discourage folks from asking for help.
