Roshelle,

Not sure what the basis is for believing that is the current vector, but
I'd say the vector is exactly the opposite.  Schools are moving to
investigation-based resolution, and away from hearings.  Moreoever, a
student panel in a sexual misconduct case is problematic because of the
confidentiality issues.  OCR hasn't said it's a compliance issue, but they
seem to frown on it.  And, there is data that shows that student panels
create a disincentive to reporting on many campuses.
