It's a good idea to use language that prohibits students from downloading or accessing not only "material forbidden by law" but also specifically "using the university server or devices to access and/or send material deemed offensive under university community standards" -
this will enable you to prohibit more than what "law" disallows -
I also urge you to connect the dots, in policies re porn - between all forms of porn and sexual harassment - and Title IX -
You might end up with a case where you want to take action - but can't prove "child porn" or "offensive porn" - and making it clear that even mainstream porn CAN rise to the level of "sexual harassment" under Title IX will give you an extra tool - without which - you might have a problem with discipline because you gave no fair warning to the students.
