Good afternoon.  I was recently in a meeting about the Jane Doe
legislation for anonymous sexual assault exams and there was some
confusion about eligibility for VAWA STOP funds when a state is
non-compliant.  Do you know if a state is non-compliant (for example, if
exams are only offered if a victim meets with law enforcement) if they
are penalized 5% of STOP funds, or if they are fully ineligible for STOP
funds?
