I posed the question to FPCO...here is their response.
"The answer to your question is “yes” – information received from any
source is an “education record” if it meets the definition of “education
records.”
That is, the information must be directly related to a student and
maintained by the institution. See section 99.3 “Education records.” So,
if a
school receives information about a student from someone outside the school,
as
long as they maintain that information, it is an “education record.”
