 do you have citations for these statements brett?

i've seen caselaw that says the exact opposite -- that records cannot be 
transformed from non-FERPA to FERPA - just as public records cannot become 
privileged records simply because someone gives them to a doctor - 

and in any case -- the FERPA exception for law enforcement records cannot be 
both an exception and not an exception --

This seems circular, but once law enforcement shares a record with 
administrators, it does become FERPA protected.? And, once you gather 
outside records and "keep" them, FERPA will attach to them as well.?
