There is more to it than that. Confidentiality is only part of the picture,
in the sense that reporting may not obligate a victim to participate in any
response by the university, though all employees not having privilege will
have some duty to report what they are told. A victim's decision not to
pursue
a formal complaint will not absolve the university of an obligation to
provide a prompt and equitable remedy, but the victim does have an important
say
in what happens.
