Sexual Assault Prevention and Awareness Center (SAPAC)
University of Michigan, Ann Arbor
The Director of SAPAC is responsible for leading the campus in the planning,
development, and implementation of education, advocacy, crisis intervention,
and referral programs and services related to sexual violence for all
students.
The Director leads the University in developing campus-wide activities that
combat violence against women. The Director develops and implements vision
and
long-term planning for SAPAC that is consistent with high quality,
multiculturally competent education and service delivery systems.

Stop Prisoner Rape Seeks Executive Director
Stop Prisoner Rape (SPR) is a national human rights organization working =
to
end sexual violence against men, women, and youth in all forms of =
detention.
Based in Los Angeles, SPR's mission is to advocate for policies that =
ensure
institutional accountability, to change societal attitudes toward =
prisoner
rape, and to promote access to resources for survivors of sexual assault
behind bars.
Prisoner rape is one of the most serious human rights violations in the
United States today. Its rate of incidence is unconscionable and the
physical and emotional consequences for survivors appalling. Yet SPR is =
the
only organization in the country, and one of only two in the world,
specifically dedicated to fighting sexual abuse of the incarcerated.=20
Founded in 1980 by a survivor of prisoner rape, the group served as an
outspoken voice for reform when few others had the courage to do so. =
Four
years ago SPR hired its first executive director, and since then it has
grown rapidly. Its Board of Directors is now comprised of leading =
experts
from the fields of law, medicine, and social science, as well as =
survivors
of prisoner rape. Today SPR has an annual budget of over $500,000 and a
professional staff of seven. It continues to expand its programs and =
its
Board envisions significant further growth, including internationally.=20
SPR is now launching a nationwide search for a new Executive Director to
lead this dynamic human rights advocacy organization as it grows to a =
size
commensurate with that of its mission. It is looking for a creative,
strategic, and bold leader; someone passionate about the cause of =
fighting
prisoner rape and committed to protecting human rights for all people.
SPR's Programs:
SPR is committed to a unique leadership model that brings together
professionals and survivors of prisoner rape. It collaborates closely =
with
groups like Human Rights Watch and the ACLU in advocating for =
responsible
laws and policies that address prisoner rape. In all its work, SPR =
asserts
that prisoner rape is a violation of basic international human rights
standards to which the U.S. is legally bound. Its programs have =
resulted in
important successes at the federal, state, and institutional levels.
Most dramatically, SPR played a key role in securing passage of the =
Prison
Rape Elimination Act of 2003 (PREA) - the first-ever federal legislation =
to
address prisoner rape. SPR worked closely with Senators and =
Representatives
on both sides of the aisle for two years prior to passage of the law,
developing, analyzing, and promoting this historic legislation. In =
addition
to direct collaboration with the sponsors of the bill, SPR also led a =
broad
coalition of human rights organizations and other non-governmental =
groups
that supported PREA. Monitoring and reporting on PREA's implementation =
at
both the federal and state levels continues to be a high organizational
priority.
The following are a few of SPR's other recent accomplishments:=20
" In 2004 SPR released an eye-opening report, "No Refuge Here," about =
sexual
violence against men, women, and youth in U.S. Immigration and Customs
Enforcement detention. Other recent publications include a report on the
sexual abuse of women in Ohio, and fact-sheets on prisoner rape as =
torture
under international law and the plight of juveniles held in adult =
detention
facilities.=20
" SPR routinely presses government agents to prevent and respond to =
prisoner
rape. As a result of this advocacy, SPR has addressed the Congressional
Black Caucus, the Bureau of Justice Statistics, and many state and local
legislative bodies. In the past few years, SPR has addressed =
professional
conferences for the Centers for Disease Control and Prevention, the =
National
Commission on Correctional Healthcare, and more than a dozen statewide =
rape
crisis conventions. SPR has also participated in academic conferences at
Cornell, Notre Dame, and UCLA.=20
" In 2004 SPR completed its unique, state-by-state Resource Guide for
Survivors of Rape Behind Bars to address the unmet needs of prisoner =
rape
survivors. More than 450 mental health and legal service providers are =
now
listed, most of whom opened their doors to survivors of prisoner rape =
for
the very first time with their inclusion in the guide.
" Since its inception, SPR has remained committed to keeping its core
constituency - survivors of prisoner rape - actively involved in all =
aspects
of the organization's work. Currently, more than 90 survivors are =
enrolled
in SPR's Survivor Speaker's List, many of whom have participated in the
legislative process and shared first-hand stories of sexual abuse with
journalists, policymakers, and the public.
" SPR's high-profile media work has brought the issue of rape behind =
bars to
outlets including the New York Times, the Washington Post, CNN, the BBC
World Service, and National Public Radio. SPR consistently seeks to =
bring
sensitive portrayals of prisoner rape survivors to the public, as it did
when helping to develop a prisoner rape storyline for the top-rated NBC
drama "ER" in 2003.
" SPR has secured funding from numerous prominent foundations, including =
the
California Endowment, the Ford Foundation, and the Rockefeller Family =
Fund.
Such funding has allowed SPR to launch groundbreaking projects aimed at
training corrections officials, improving access to mental health =
counseling
for survivors of prisoner rape, monitoring the implementation of PREA,
protecting the rights of LGBT inmates, and more. SPR also has a =
nationwide
network of committed private donors.=20
Executive Director Responsibilities:=20
The Executive Director reports to the Board of Directors and is =
responsible
for the planning, organization, development, and direction of the =
programs
and operations of Stop Prisoner Rape. S/he provides strategic vision to
implement SPR's institutional goals; manages the organization's programs
based on its mission; exercises leadership and provides expertise to the
field; and has responsibility for the growth and daily administration of =
the
organization.=20
Additional duties include, but are not limited to:
" Serving as SPR's primary spokesperson.
" Developing organizational positions on key issues.
" Undertaking complex legislative and policy analysis.
" Lobbying and monitoring legislative implementation at the state and
federal levels.
" Fostering working relationships with key contact persons in government =
and
partner organizations.
" Developing appropriate mechanisms to ensure the long-term financial =
growth
and stability of the organization.
" Cultivating new private and foundation donors and nurturing current =
donor
relationships.
" Hiring, managing, and evaluating staff.
" Assisting the Board in its strategic planning, organizational =
oversight,
and Board recruitment duties.
Qualifications:
" Advanced degree in law, public policy, or related field.
" Minimum 5-7 years of professional advocacy experience in one or more =
of
the areas of human rights, civil rights, LGBT rights, women's rights,
prisoner rights, HIV/AIDS, sexual violence eradication, public health
policy, or a similar public interest field.=20
" Proven ability to advance organizational positions authoritatively =
through
written and oral communication.
" Experience analyzing legislative and policy proposals.
" Outstanding political skills, judgment, and credibility with peer
organizations.
" Knowledge of the human rights framework.=20
" Demonstrated personnel management and supervisory skills, including
recruiting staff.
" Capacity to manage growth and institutional change.
" Significant private donor and/or foundation fundraising experience.
" Ability to effectively manage organizational systems.
