Dear Mr. Carter and FYO SAPC, 
    This bill (GA) may be a serious detriment to service utilization.  If students hear that they must report, they may be less inclined to access health and mental health professionals-- fearful that they will be pressured to report or that these individuals will be obligated to make a report.  This is what appears to be a preliminary finding from the key informant study (CYISA) Campus Rape Support Service Project that many of the list subscribers participated in recently.    I won't have conclusive findings for a couple of months, but will post as soon as I do,   Linda
