18 Cadets Who Were Accused of Assaults at Air Force Academy
Went on to Military Careers, Paper Says

Eighteen Air Force Academy cadets who were accused of sexual
assaults in the last decade were allowed to graduate and
establish military careers, according to Pentagon officials
quoted in an article published by the Rocky Mountain News on
Saturday.
A report released last month by a panel created by Congress to
investigate accusations raised by female Academy students
found that top academy officials had repeatedly ignored
evidence of a growing problem of sexual assaults. The report
also noted that "sexual offenders may have been commissioned
as Air Force officers."
The more-detailed information published on Saturday by the
Rocky Mountain News, a Denver newspaper, said that of those 18
cadets who had been accused of assaults from 1993 through
2002, 16 are on active duty, 15 of them in the Air Force and
one in the Army.
Sen. Wayne Allard, a Colorado Republican who has been a critic
of the academy, called on the Air Force to investigate these
cases. "Just because you're in the Air Force, you shouldn't be
exempted from American laws," Senator Allard told the
newspaper. "So that's why I think we should have these
carefully reviewed and make sure nobody bargained their way
out [of charges] when they should have faced a penalty for
what they did."
The Rocky Mountain News reported that a majority of the cases
involved rape, and that many of the allegations were not
adjudicated or proven. Some of the 18 graduates faced
disciplinary action, but it was not severe enough to end their
military careers. The Pentagon did not give the newspaper the
names of the alleged suspects or their victims.

UPDATES ON NOT-YET-RATIFIED STATES
ILLINOIS:
The victory for the ERA in the Illinois House of Representatives this spring
by a bipartisan vote of 76 to 41, and the second victory when it was passed
out of a senate committee 8 to 5, has energized ERA activists not only in
that state, but all around the nation!
The final step to Illinois ratification will be a vote on the senate floor.
The Legislature is now in an extended break, and ERA activists, from many
organizations and all around the state are hard at work lining up and
firming up votes for the ERA among their state senators before the short
November session, scheduled to start Nov. 10. Participating Illinois
organizations include (in alphabetical order), AAUW-IL, BPW Illinois, ERA
Illinois, Illinois League of Women Voters, LINKS, NAACP, YWCA-IL, and Zonta;
a great many unaffiliated Illinois residents are participating as well.
YOUR HELP IS NEEDED! Please call anyone and everyone you know who lives in
Illinois, and ask them to contact their state senator to urge him/her to
cosponsor and vote for the ERA! ALSO: If you belong to an organization that
has a chapter or members in Illinois, please do what you can to encourage
THEM to get involved in doing the same! Illinois residents can find their

FLORIDA:
Sandy Oestreich, president of ERA Inc., Florida (and our Florida
coordinator) announces a major Florida ERA 2004 ratification kickoff event,
1:30-4:00pm October 12, 2003, in the Tampa Bay area: "ERA Success Is Up to
All of Us!". Cosponsoring organizations are the League of Women Voters and
Florida's Equal Rights Alliance. Speakers will include Rep. Lou Lang of
Illinois, the leader of the successful spring 2003 vote for ratification of
the ERA by the Illinois House of Representatives; Florida Rep. Arthenia
Joyner, sponsor of the ERA in the Florida House; Dr. Dorie Rothman,
representing the (national) ERA Campaign Network -- she is a cofounder, a
New Jersey Coordinator, and Women's Studies Outreach Coordinator; and Sandy

Sandy adds: "ERA in Florida is a broad-based effort, attracting both sexes,

joined other notables on Florida's ERA Inc. Advisory Board. Contributions

GEORGIA:
ERA action is on its way in Georgia!
Our Georgia Coordinator Idella Moore has founded an organization for Georgia
called 4ERA (www.4ERA.org). She has met with several Georgia State
legislators and other government officials and is building towards an early
2004 launch of a statewide ratification campaign!
In July, Idella was a featured speaker at the Women's Issues Roundtable for
Georgia's Congressman David Scott (a cosponsor of H.J. Res. 37 -- see
below). She was also recently interviewed by the Women's Policy Group for an
article in their newsletter. Idella is scheduled for speaking engagements
around the state in October and November, most notably at local and
statewide meetings of the AAUW and BPW.

MISSOURI:
Shirley Breeze and Mary Mosley, Missouri coordinators, report that the
annual Women's Equality Day brunch of the Missouri Women's Network, August
23 in St. Louis, was very well attended and engendered fine media coverage
for the ERA. Its theme was "Women's Equality and the Twenty-first Century."
Two of the three major speakers addressed the ERA: Martha Burk, chair of the
National Council of Women's Organizations (NCWO), who spoke strongly in
support of the ERA ratification effort, and Laurel Prussing, who talked
about the ERA ratification drive in Illinois (see above).
Shirley and Mary continue to be extremely active and effective for the ERA,
including speaking to numerous groups in Illinois and elsewhere, and leading

UPDATES ON RATIFIED STATES
CALIFORNIA:
Our California Coordinator Melinda Pillsbury-Foster is presenting a major

Maryland Coordinator Christine Brodak was the featured speaker on the ERA
campaign, at Maryland's August 24th celebration of Women's Equality Day,

attendees.

A gala event commemorating the great Alice Paul, author of the Equal Rights
Amendment and leader in its early campaigns, and celebrating the 80th
anniversary of the drafting of the Equal Rights Amendment, took place at

UPDATES ON ORGANIZATIONS
NCWO:
The September 16 National Council of Women's Organizations meeting in
Washington DC was an excellent one for the ERA. Rep. Carolyn Maloney (chief
sponsor of H.J.Res.37, the "start-over" ERA resolution that already has 202
cosponsors) spoke passionately on the need for the ERA and progress for the
ERA in the House of Representatives, and was applauded by the several dozen
attending leaders of major women's organizations. She was followed by Laurel
Prussing (from Illinois, see above), who gave a rousing update on
ratification progress in Illinois and urged all women's organizations with
members in Illinois to encourage their members to contact their state
senators in support of the ERA resolution in the Illinois Senate. She, too,
was applauded. Dorie Rothman, representing the (national) ERA Campaign
Network, then updated the attentive audience on ERA progress and events in a
number of other states, thus underscoring the nationwide scope of the
campaign for the ERA.
On October 2, NCWO followed up by e-mailing an excellent, informative ERA
ALERT to the leaders of all its approximately 200 member organizations,
urging them to help the Illinois ERA effort by asking their Illinois friends
to contact their state senators.
AAUW:
Shirley Breeze and Mary Mosley, representing ERA Missouri (they are also ERA
Campaign Network Missouri coordinators -- see above, gave a fine ERA
presentation at the June 2003 AAUW (American Association of University
Women) annual national convention in Providence, Rhode Island. As a result,
AAUW passed a superb resolution supporting the ERA and the 3-state strategy.
The final clause: "Therefore, be it resolved that AAUW urges all states,
branches and members to take action to bring about ratification of the Equal
Rights Amendment in three more states."
BPW:
Continuing their active commitment to the ERA, BPW/USA, at their convention
this summer in Cleveland, awarded the 2003 BPW/USA Mariwyn Heath ERA Award
to still-active ERA pioneer Flora Crater. Flora's superb campaigning for the
ERA in the 1970s is legendary. Today, Flora continues her active ERA work as
Chair of the ERA Summit, which was founded by Allie Hixson (another ERA
legend, who is, thankfully, also still active) in 1991 to develop and

CONTACT CONGRESS!
Now that Congress is back in session, it is vital that its members hear from
constituents that they CARE about the ERA and want their representatives to
work for it. Please contact YOUR congressperson (even if you have done so
before -- they can forget!) and urge him/her to cosponsor and support both
Rep. Robert Andrews' 3-state strategy ERA resolution, H.Res.38, and Rep.
Carolyn Maloney's "start-over" ERA resolution, H.J.Res.37. Similarly, please
contact your two senators, and urge them to cosponsor Senator Edward
Kennedy's "start-over" resolution in the Senate, S.J.Res.11.
Please make these contacts even if you think it very unlikely that certain
representatives/senators will support the ERA: All of them need to know that
the ERA movement is real, and that many of their constituents actively WANT
the ERA in the Constitution. As shown in the ERA Campaign Network nationwide
survey, 96% of Americans believe male and female citizens should have equal
rights, and 88% believe those rights should be explicitly spelled out in the

Also recommended: Making it clear to the representative that the Equal
Rights Amendment will simply, and at essentially NO budget cost, add to the
Constitution the simple justice that should have been there long ago: A
constitutional guarantee of equal rights for America's women -- including
their own female constituents.

HELP GIVE THE ERA FREE PUBLICITY!
New Jersey Coordinator Lilyan Cralle (see above) suggests that ERA activists
and supporters send information on themselves, prominently including their
ERA commitment and activities, to their school and university alumni/alumnae
association newsletters/magazines. Almost all will publish it, thus
providing free ERA publicity that reaches a very receptive audience. As
Lilyan says, "... the more people who hear that the ERA is alive and
kicking, the better."

passionately on the need for the ERA and progress for the ERA in the House of

Illinois, see above), who gave a rousing update on ratification progress in
Illinois and urged all women's organizations with members in Illinois to
encourage their members to contact their state senators in support of the ERA
resolution in the Illinois Senate. She, too, was applauded. <B>Dorie

attentive audience on ERA progress and events in a number of other states,
thus

<BR><BR>Please make these contacts even if you think it very unlikely that
certain representatives/senators will support the ERA: <I>All </I>of them
need
to know that the ERA movement is real, and that many of their
<I>constituents</I> actively WANT the ERA in the Constitution. As shown in

ERA Campaign Network nationwide survey, 96% of Americans believe male and
female
citizens should have equal rights, and 88% believe those rights should be

recommended: Making it clear to the representative that the Equal Rights

This morning I sent an item out on email from the listserv I operate:
Central Illinois Women's Action (CIWA). My computer had just been worked on
by tech support and I didn't notice that my two email address books, one
called Lynn Otterson and the other called CIWA had become embedded together
causing the message to go out to everyone on both lists. My apologies.
