Instructor Bid Announcement The Attorney
General's Sexual Assault Task Force, Sexual Assault Training Institute (SATI) is
recruiting bids from Trainers/Consultants with a background in sexual assault
advocacy - specifically, prosecutor based advocacy. We apologize for the lateness of this
announcement; our budget for the training was only recently approved. The enclosed information will provide
both a broad understanding of our project to continue the work of establishing a
Sexual Assault Training Institute, and our specific project to conduct sexual
assault training for advocates. Bids in response to this recruitment should
include your projected fees, time needed, and any creative suggestions and/or
limitations that you might have in working with the
SATI. Sexual Assault Training

Background The Attorney
General's Sexual Assault Task Force was developed in response to a May 1999
gathering of 130 people; including advocates, law enforcement, medical
professionals and prosecutors, who met to address the needs of sexual assault
victims and identify strategies for meeting them in Oregon. The foremost issue identified by
participants was the need for adequate, specific and quality training for
responders.
The Task Force
subsequently implemented the SATI in an effort to meet that need. The SATI has successfully completed two
state-wide trainings and five regional trainings for Sexual Assault Nurse
Examiners, Prosecutors and Law Enforcement during the 2002/03 fiscal year. The completion of the advocacy training
in the fall of 2003 will mark the achievement of providing discipline specific
quality training to all four of the core responders of a sexual assault response
team (SART). II.
General Training
Goals The goal of the
fall sexual assault advocate training is to provide 80 advocates (government,
non-profit and tribal) with the basic skills, knowledge and sensitivity needed
to work with sexual assault victims.
III.
Target Audience The training
will be directed at advocates with at least one-year of experience providing
advocacy. Advocates are not
required to have specific experience working with sexual assault victims nor do
they need to have attended previous advocacy
training. IV.
Project Details - The Role
of Consultant/Trainers A.
Curriculum
Development The Victim
Response Committee of the Task Force has developed a curriculum outline with
corresponding goals and objectives.
This outline will be used as a base from which to create an Oregon
specific curriculum. The Victim
Response Committee will also be responsible for identifying articles,
information and resources to be included in the participant binder. Trainers will be responsible for
providing/developing the materials specific to their presentation sessions. Additionally, we are hopeful that the
curriculum can be developed as if it were part of a set of building blocks -
providing the option of more or fewer days of training and/or additional
training at another time. B.
Conduct the
October 2003 Training The training
will be held October 13 - 17, 2003 at the Hilton in Eugene, Oregon. Our goal is to hire two trainers;
one with a background in non-profit sexual assault advocacy and one with a
background in prosecutor based sexual assault advocacy. The Task Force has already identified
the trainer from the non-profit perspective and is therefore only looking for a trainer from the
prosecutor based advocacy perspective.
Additionally, guest presenters will assist with the instruction of
several sessions with discipline specific information such as medical advocacy,
civil legal, confidentiality, and so forth. C.
Trainer
Shadowing- October 2003 Training We anticipate
having several Oregon advocates selected prior to the October training with the
intention of having them shadow the
trainers. Our hope is that through
shadowing, these advocates will have the opportunity to become familiar with the
curriculum and pick up some skills and knowledge on adult instruction. Our plan is to develop a pool of
Oregon advocate instructors who will then have the ability to put on the same
training at a later date without the assistance of out-of-state trainers. V.
Criteria for Selecting a
Consultant/Trainer The following
criteria will be taken into consideration when making a Consultant/Trainer
selection for this project: -
training/consulting
experience; -
curriculum
development experience; -
evaluations
from former contractors; -
fit -
philosophical, logistical and experiential; and -
fees. VI.
Conclusion Bids should
include a resume or CV, copies of recent training evaluations, video of
training(s) you have conducted (if available) and your projected fees. Bids will be accepted through the end of
business on Tuesday September 2nd, 2003. Bids may be submitted electronically,
via fax or by mail. Selected
candidates will be contacted no later than Thursday September 11, 2003. Please contact
