The training we use opens in the summer -- usually around the end of July. Students are expected to complete it by the beginning of the school year, and receive several notices starting with orientation in May that the training is coming up and required. It also has a huge link from the page they use to log in to all of our university systems.
The last chance is that students will have a registration hold (they used to be sorted into the last registration window), so when they get advised to register for the next semester, their advisor will also let them know their registration status and how to fix it. It helps that we have mandatory advising here -- students need a code to be able to register, and they don't get the code without meeting with their advisor. Without the mandatory advising, I think using a registration bump or even a hold would be more difficult (at least politically).
As to the confidentiality question, in Wyoming advocates have privilege under state statute, so I'm not allowed to share information with our Title IX office without a release from the student.

We do registration holds for not completing the online training. We used to not mandate the training, and still were able to get pretty good compliance by "bumping" freshman registration if they didn't complete it, meaning that they could still register but had to wit until the last day of registration, so most of the classes they wanted would be full.
