| TITLE IX INVESTIGATOR – UNIVERSITY OF MISSOURI Job Description | | Reporting to the Lead Title IX Investigator, this position is responsible for conducting the day-to-day responsibilities associated with the University’s Title IX investigations with a particular emphasis on investigating alleged cases of sex discrimination (sexual harassment, sexual misconduct, sexual exploitation, stalking on the basis of sex and intimate partner/dating violence), as well as, discrimination on the basis of sexual orientation, gender identity and gender _expression_ involving members of the University of Missouri community. A Title IX Investigator will conduct a prompt, thorough and equitable investigation, which includes: identifying and interviewing witnesses, gathering and securing relevant documentation, and analyzing and synthesizing information gained through the investigation process and composing a final report detailing the information obtained and the logical reasoning used to reach a conclusion; provide thorough information to complainant, including details regarding the policies and procedures; evaluate the nature and the urgency of a complainant’s situation and determine the appropriate course of action; collect intake information from a diverse complainant population in an efficient and supportive manner being sensitive to cultural issues; refer complainants to necessary resources and coordinate such referrals with those agencies and departments; establish and maintain complainant files and databases. Periodically scan files and provide regular updates to the Lead Title IX Investigator and proper notification to the Title IX Administrator. Title IX Investigator is also responsible for auditing each case file for compliance and required documentation and reporting problems with physical files to the Lead Title IX Investigator.
JOB DUTIES
Manage the daily responsibilities associated with conducting Title IX investigations on campus
Develop an investigation plan for each complaint
Conduct investigations into allegations of sexual harassment, discrimination, and related retaliation at MU Contact all involved parties and provide them with information about the investigatory process. Interview the complainant, respondent, and potential witnesses
Gather and secure relevant documentation. Keep accurate and thorough records and notes of investigatory process.
Develop detailed well-written and comprehensive investigative reports to be used as a primary source of evidence in informal and formal administrative hearings and present investigative reports to a hearing panel or the Title IX Administrator.
Provide on-going updates to the Lead Title IX Investigator, Title IX Administrator and Title IX deputies when necessary
Advocate for improvements in the investigatory process
Continuously identify and integrate advances in the Title IX investigation arena into knowledge base and practice
Stop, investigate, and prevent the reoccurrence of sex discrimination at MU, as well as, develop a plan to remedy the effects of sex discrimination, and related retaliation at MU Interact with numerous on and off campus resources, such as the Relationship and Sexual Violence Prevention Center (RSVP), MU Equity Office, Office of General Counsel, the Women’s Center, The LGBTQ Resource Center, Counseling Center, Student Health Center, the Office of the Director of Accessibility, The University of Missouri Police Department, The Office of Student Conduct, Human Resource Services, the Center for Multicultural Affairs, etc. SUPERVISION RECEIVED

| | Salary | | $39,600 - $67,400 | | Minimum Qualifications | | A Bachelor's degree in a relevant field and one year of experience conducting internal investigations of sexual assault or sex discrimination and harassment is required. A J.D. with coursework in employment or civil right law or an advanced degree in a relevant field plus general investigative experience may substitute for the sexual harassment and protected class discrimination and harassment investigative experience. | | Preferred Qualifications | | • Juris Doctorate degree or Master's degree is strongly preferred • Experience in student conduct or an office of discrimination and harassment is highly preferred *Professional experience conducting investigation in a University setting • Position requires extensive professional training in the area of discrimination and harassment law, which can only be gained by completion of an advanced course of study and/or specialized experience • Position requires specialized skills in the area of employment law and also requires specialized training in conducting investigations and understanding and interpreting statutes, which are often complex and require a high level of analytical thinking • Position requires constant exercise of professional judgment and decision-making throughout an investigation • Position requires that investigative decisions/reports and advice be based on sophisticated logical reasoning and written analysis • Position requires extensive knowledge of the policies enforced and procedures • Position requires training experience, preferably in protected class discrimination and harassment and employment law or in a higher education context • Position requires an individual to assess many courses of action and determine the appropriate response • Position requires an individual to accommodate the needs of the parties involved in investigative process, which requires thorough knowledge of the resources on and off campus • Position requires advanced writing experience and research skills for writing reports • Position requires an understanding of the University infrastructure and its relationship to other State agencies. • Position requires the ability to provide guidance based on individual situations within the confines of the following policies and procedures: Sex Discrimination, Sexual Harassment and Sexual Misconduct in Education/Employment Policy [600.020], Standard of Conduct: Student Conduct [200.010], Equity Resolution Process for Resolving Complaints of Harassment, Sexual Misconduct and other Forms of Discrimination against a student or Student Organization [200.025], ConsensualAmorous Relationships Policy [HR-519], Missouri Revised Statutes, Equal Employment Opportunity Commission, Guidance Office for Civil Rights Guidance, Title VII, Title IX, ADA, ADEA, State Personnel Rules and Procedures State Fiscal Rules University Policies/Rules/Procedures • This position requires an individual who is immediately prepared to deal with a variety of complex issues and has experience dealing with difficult situations in a highly complex organization. This position must maintain a professional, calm, non-judgmental attitude at all times. These skills are necessary to fulfill the job requirements on the first day of employment • As stated above, this person must understand the intricacies of discrimination and harassment laws and the legal requirements.
