We are very excited to announce that UC Berkeley is currently hiring a full-time Advocate. This position will report to the Director of Sexual Assault Prevention & Student Advocacy and will be a key leader in the development of a new department serving the campus community.

We are seeking a candidate with a strong history of assisting survivors, victims, and loved-ones affected by experiences of gendered violence. The candidate must have strong multicultural competence, a commitment to and understanding of social justice, and a desire to work collaboratively. This position is the second staff member of an office created in the Fall of 2014 and will have many opportunities to shape the development of the department.

Departmental Overview 
Reporting to the Director of Sexual Assault Prevention and Student Advocacy, the Advocate position will be a key leader in the development and implementation of survivor/victim support services. This position will develop and implement essential functions of a new, confidential department focused on preventing and responding to concerns of sexual misconduct, including: sexual harassment and assault, stalking, and intimate partner violence. The advocate will work collaborative with a number of on- and off-campus units to provide a coordinated community response to victims/survivors. This new department centers self-care, work/life balance, and feminist and social justice practices as key values among staff.

Responsibilities 
OVERVIEW:

The Advocate will provide a coordinated community response to victims/survivors of sexual assault, dating violence, intimate partner violence and stalking at UC Berkeley. Major functions of the position include case management, crisis intervention, empowerment-based advocacy, and expertise with regards to all of the legal and administrative options, resources, and referrals for survivors/victims of gendered violence. The advocate will assist in developing campus wide training for faculty, staff, and students. The advocate will evaluate summary data to identify trends to better inform its outreach and protection efforts.

SURVIVOR SUPPORT SERVICES:

  • Administer confidential and privileged, comprehensive, empowerment-based and trauma-informed crisis intervention, on-going advocacy, and support services to those that experience gendered violence, including sexual harassment and assault, stalking, emotional abuse, and intimate partner violence.
  • Administer immediate (on-call, including nights and weekends) response and crisis intervention, resource information, and referrals to survivors/victims.
  • Administer, develop, and enhance survivor-centered advocacy. Support to those who have experienced complex trauma. Assist survivors in developing and maintaining a safety plan.
  • Provide assistance accessing and navigating the court system, the District Attorney's office, medical care and may assist with other activities such as providing emergency support for survivors of violence including emergency housing, food, clothing, transportation and assistance / referrals to local rape crisis centers as necessary. Interview related parties to obtain pertinent information.
  • Provide assistance working with various campus entities to increase access to services, in various campus offices, including: the office of the Dean for Students, the UC Police Department, other specialized counseling services within the University, and student conduct system as appropriate.
  • Manage multiple, complex cases and function as liaison between survivors/victims and campus and community resources. Coordinate campus and community resources to support students, staff, and faculty who have experienced sexual assault, stalking, and abusive relationships.
  • Administer advocacy support and referrals for the survivor/victim's friends and family in order to support efforts towards recovery.
  • Implement culturally-relevant services, support, and resources. Serve as a general resource and provide consultation to students, staff, and faculty seeking information and services regarding gendered violence. Advise community on trauma-informed response skills.
  • Assess need and develop long- and short-range goals for survivor support services. In collaboration with the Director; develop, implement & evaluate annual goals and objectives for the unit, and assist in the development of multi-year strategic plan.
  • Develop and manage new programs, activities, and initiatives in collaboration with Director.
  • Develops and maintains relationships with local community based organizations to assist with advocacy and referral efforts.
  • Develop and maintain positive, productive, and effective relationships with broad and diverse groups, including: student organizations and student leaders, Office of Prevention of Harassment and Discrimination (OPHD), University and local police departments, Gender Equity Resource Center, UHS Tang Center, The Center for Student Conduct, and Residential and Student Services Program, Office of the Registrar, financial aid advisors, academic deans and advisors, local survivor/victim resource agencies, and more.
  • Collaborate with other campus departments, student organizations, student leaders, and community agencies to support the success of campus activities including education, prevention, outreach, and survivor support efforts.
STRATEGY AND ADVOCACY:
  • Implement best practices and techniques in accordance with California law (civil and criminal) and campus policies in a non-judgmental manner, maintaining confidentiality as defined by applicable professional codes, laws and policies.
  • Infuse social justice and multicultural competence into every aspect of the development and implementation of services.
  • Manage and implement case management system and confidential case files. Collect and maintain baseline statistics. Rigorously review data to spot trends and develop new prevention education and survivor support efforts.
  • Develop and regularly improve protocols and procedures with regard to advocacy and survivor support services with key stakeholders, including: law enforcement, local survivor support agencies, residential programs, OPHD, counseling services, Gender Equity Resource Center and many more.
  • Develop and administer workshops and training programs to educate various university populations on the services offered by Advocates. Adapt training to meet the needs of the target audience.
  • Identify and develop strategies to reach communities, particularly underserved communities, via prevention education and outreach opportunities. Develop, facilitate, and participate in outreach efforts.
  • Utilize student development theories and practices to promote an effective learning community.

Required Qualifications
  • Bachelor's degree in social work, counseling or related field required.
  • A qualified psychotherapist with a master degree in counseling -OR- has one year of counseling with six months rape crisis experience.
  • California Certification for Sexual Assault Crisis Counselor Training (must be certified by officiate start date)
  • California Certification for Domestic Violence Advocates (must be certified by officiate start date)
  • Demonstrated experience and skills to effectively support individuals who have experienced sexual or domestic violence.
  • Experience and knowledge with effective peer counseling, crisis intervention, and trauma response. Demonstrated experience integrating theories of intersectionality and cultural competence in trauma response services.
  • Advanced skills in assessing levels of emotional distress and reacting appropriately.
  • Demonstrated experience advising, supporting and working with people from diverse ethnic, cultural, religious, socio-economic, sexual orientation, and gender identities and backgrounds in a multicultural college environment.
  • Demonstrated experience providing culturally-relevant services to communities that have been historically underserved by anti-violence movements.
  • Experience providing advising, peer counseling, and/or advocacy to those harmed by violence.
  • Broad knowledge of the dynamics of power, privilege, and oppression, gendered violence, sexual and intimate partner violence, and gendered violence on college campus.
  • Demonstrated experience managing complex and difficult decisions when university policy is ambiguous, there is latitude for usage of judgment or the client's reaction to advocacy methods may be less predictable.
  • Demonstrated experience effectively using independent judgment and making professional decisions and recommendations in situations that require highly individualized planning in effectively advocating for the complainant.
  • Ability to change focus and manage interruptions effectively; answer immediate victim/survivor requests.
  • Experience working independently and as a collaborative team member.
  • Skills with computer programs used in the university such as word, excel, PowerPoint, case tracking systems and other key programs necessary to perform the requirements of the position.
  • Advanced experience speaking in front of diverse audiences and the ability to adapt materials quickly so that the audience can understand the concepts being presented. Communication skills to prepare and deliver presentations and to prepare written reports, correspondence, proposals, program assessments, email and other materials for a variety of audiences ensuring compliance with departmental and university guidelines, practices and principles.
  • Demonstrated history of mature professional judgment and the flexible use of a wide range of advocacy skills. Analytical and intuitive skills to anticipate and identify concerns, issues and problems; to determine options for actions; and to initiate creative and timely responses.
  • Interpersonal skills and political acumen to work effectively within and outside of the university system in developing relationships and programs to address programmatic issues and needs. Experience cultivating and sustaining ongoing collaborative relationships with a wide array of constituents (staff, faculty, students, community members, and with campus and community organizations) in order to accomplish goals.

  • Experience with program development, implementation, and management in higher education, non-profits or equivalent administrative setting. Experience developing services and programs for historically underrepresented and underserved communities Experience articulating the intersections of gender, sexual orientation, race, class, ethnicity, ability and other identities.
  • Experience with social change and popular education theories and strategies. Experience with and knowledge of public health theories and approaches to violence prevention.
  • Organizational and planning skills to achieve progress on multiple, simultaneous projects, to meet deadlines and to maintain a high level of productivity in a dynamic, fast paced environment.
  • Interpersonal communication skills, including conflict management, assertiveness, consensus/team building, group facilitation, and cultural awareness and sensitivity.
  • Communication skills to express ideas clearly and concisely both verbally and in writing. Experience writing reports, manuals, protocols, and/or grant writing.
  • Comprehension of group dynamics, facilitation of group participation, and problem solving. Ability to use listening skills and communication to involve others.
Salary & Benefits 
Salary is commensurate with experience. Hiring range is $65,000-$80,000/annually

Other Information 
Must be able to provide services, advocacy and crisis intervention during non-business hours as appropriate. Incumbent must be able to respond and present to campus within 45 minutes. The ability to arrive at campus or other crises scene on or off campus is required.
