Here is Katherine Llhamon's (DOE) and Anurima Bharfava's (DOJ) responses to Roberta's question (I'm at the Dartmouth conference):

They hope that the reporting requirements do not make it harder for survivors to come forward. Institutions need to make a range of avenues available to students that meets them where they are on the healing continuum.  Some survivors are not ready for a full-blown investigation, but do need a confidential space to talk. Requiring professors to report is the choice of individual institutions. However all designated reporters must be trained in working with survivors, as should be any employee on resources, should they happen to receive a report (but aren't mandated).  As for non-student perps, all the same rules apply. The issue is student safety, regardless of the perpetrator.
