Great question, and one the negotiators contemplated at length. Many of us had hoped to include a definition of "student" in the regs to alleviate this very confusion. DoE reps, however, decided that this was unnecessary because campuses already need to identify who is a "student" for other Clery purposes. Same goes with "employee". I believe there may be some discussion in this matter in the preamble.  The understanding at the table was that anyone enrolled in a course on a campus (so yes, part-time students would count, as potentially students enrolled in non-credit bearing courses, had and professional students, etc) would be included. I expect that the revised Handbook will flesh this issue out more fully.

One important note is that the preamble makes explicit what was spoken at the table by DoE, which is that the training requirement for campuses pertains to every new employee and student being offered the training (and the offering must be "vigorous" as Jim Moore phrased it) but that campuses would not be held to the expectation that every student/employee successfully complete the training offered. So, when you're looking to document successful fulfillment of this requirement, look to documenting the training being offered in a compelling and prominent fashion.

Very sorry for the cross-posting.  I hope your summer's are going well.  I am working with a campus and we are trying to understand the definition of the term "student" in the SaVE Act, specifically as it relates to required programming.  In other words, does it include part-time students, adult students, etc.?  I am assuming that anyone the campus defines as a student would be required to receive programming under SaVE, but just want to be sure.
