Holly, Thank you for reaching out to your colleagues on campuses across the country, this input will be invaluable. I too have been named to the Negotiated Rulemaking Committee representing campus safety advocates and would welcome hearing from front-line practitioners, in addition to the advocacy groups we’ve already been consulting with. Also, Campus SaVE Act sponsor Senator Robert Casey (D-PA) sent the attached letter to Education Secretary Duncan last month outlining several issues for the Negotiated Rulemaking process. Importantly he states clearly that Congress did not intend for these amendments to diminish Title IX in any way (a point we can make during the process, and use to integrate Title IX standards). He also discusses using definitions consistent with his stand-alone bill that were not included in the final law, but there is room to possibly expand on them as well. I’d particularly be interested in feedback on the most meaningful and practical definition of “primary prevention” we could advocate for. S.
