Michigan revamped its programs for sexual-assault prevention and response following strict guidance from the Education Department's Office for Civil Rights in 2011. Only four incidents of sexual misconduct were brought to university officials that year, before the changes were made, said Ms. Rider-Milkovich. But last year there were 60 cases.
