Kegan,

Specifically, they are forms of gender discrimination, not necessarily harassment.  See http://www.futureswithoutviolence.org/userfiles/file/PublicCommunications/beyondtitleIXfinal.pdf

Subject: Clarification: Title IX, DV, and stalking citation

Hello,

I wanted to clarify the question I posted a few minutes ago.

I know that DV and stalking are now going to be required to be included in the ASR per the Campus SaVe Act packaged with the reauthorization of VAWA in 2013.  I’m trying to figure out if there is documentation of these being Title IX violations specifically.  In practice, because these types of interpersonal violence are often motivated by sex or gender, they could be investigated as sexual harassment.  I’m trying to find citations that specifically address whether they should be investigated as sexual harassment.

Thanks again!
