The University of Michigan Center for the Education of Women announces Campus Sexual Assault Policy: Problems and Progress, a two-day conference to take place on October 25-26, 2012 at the UM North Campus Research Complex.  In the context of the April 2011 “Dear Colleague Letter”  issued as guidance by the U.S. Department of Education Office for Civil Rights, this conference aims to bring together institutional policy makers and community-based sexual assault response professionals to discuss and develop policies addressing student sexual misconduct under Title IX.  The conference is designed so that research and promising practices presentations on Day One will inform policy design workshops and policy recommendations on Day Two.  

 

Sexual assault expert David Lisak says, "I am thrilled to hear about your plans for this type of system-wide, working conference. It will be one of the first of its kind, and an excellent model for how universities and university systems need to re-mobilize to take on sexual violence at a new level."

           

We are pleased to announce that Office for Civil Rights Chief of Staff John DiPaolo will join us for the conference.

 

The registration fee for the conference is $55 per day or $25 per day for students.  Campus teams that plan to participate in Day Two will need to enroll in Day One as well.

Day One is open to everyone.  Research and practice presentations will feature

●      David Lisak on confronting the reality of sexual violence on the college campus

●      Tricia Bent-Goodley, David Lisak and Jennifer Rose on supports and barriers to empowering diverse survivors

●      Mary Koss on restorative justice

●     Jay Wilgus, Melissa Tihinen and Kaaren Williamsen on promising practices and pressing problems--such as reporting obligations, balancing survivor confidentiality and community safety, investigative procedures, and effective sanctioning--in creating policies to empower diverse survivors and create safe communities

 

Day Two will provide opportunities to review, assess and develop institutional policies and practices. We encourage colleges and universities to send teams and to coordinate with their local community sexual assault response professionals.  Teams may include, for example, the following:

●      Title IX coordinators

●      in-house counsel

●      student affairs leaders

●      directors of campus sexual assault programs and/or women’s centers

●      community-based sexual assault program leaders

●      directors of student conduct offices

●      directors of student housing

●      faculty governance leaders

●      student government leaders

●      campus and community law enforcement leaders

●      prosecutors and other criminal justice leaders

 

Day Two will feature:

·      John DiPaolo, bringing greetings from OCR

●      Maya Kobersy on legal considerations in Title IX compliance

●      incorporating new perspectives into thinking about effective ways to respond to the OCR Dear Colleague Letter

●      strategizing about campus policy design processes

●      consulting with policy experts

●      sharing experiences in responding to the Dear Colleague Letter with the Office for Civil Rights.

 

Day Two will conclude with a summary of findings and feedback in order to build future policy recommendations applicable at institutional, state and national levels.
