Degree and area of specialization: Master's degree in public health, health education, nursing, social work, or related field required.

 

Minimum number of years and type of relevant work experience: 7 or more years public health related experience including at least 5 years in a leadership capacity involving program management, training and technical assistance and/or outreach focused on innovative approaches to improving population health.

 

Demonstrated quantitative skills to perform population level assessment of student health needs.

Demonstrated ability to develop, implement and evaluate evidence-based population level prevention programs and policies designed to promote, protect and restore the health of college students. Experience in building collaborative campus-community program and funding partnerships.

Demonstrated ability to manage project activities and facilitating the success of multi-disciplinary teams, establish, balance and adjust priorities; establish and maintain effective working relationships; develop cost effective, performance driven management systems; prepare and present clear and concise oral and written communications; speak effectively before small and large groups.

 

Experience in locating, obtaining and managing external funding to support programs.

 

Principal duties: For over 100 years, the University Health Services has had as its mission to enhance learning and student success by promoting, protecting and restoring health and well-being of the UW-Madison students. The mission of the Campus Health Initiatives and Prevention Service is to assure a campus-community environment that optimizes opportunity for students to be healthy, promotes positive health behaviors, and applies evidence-based prevention and early intervention strategies to target upstream risk factors and underlying causes of illness and injury.

 

The Outreach Program Manager, under the direction of the Director of Prevention Services, is primarily responsible for the supervision of the Campus Prevention Program and shared responsibility for the implementation of the UHS 5 year Prevention Plan. The Outreach Program Manager will work closely with campus and community partners to develop, implement and maintain highly-visible, evidence-based prevention efforts that achieve high-quality and measurable public health outcomes.

 

The Outreach Program manager will use formal and informal organizational structures within UHS to integrate prevention services with clinical and counseling services.

 

The Outreach Program Manager is responsible for overall management and supervision of staff, budgets and contracts, and program goals and outcomes; providing leadership and direction for the Campus Prevention Program focusing on the most significant risk factors for UW students such as: obesity, tobacco use, alcohol abuse, sexual assault and dating violence, and mental illness; and examining and implementing innovative environmental strategies to promote good health and academic success that will prepare students to be engaged citizens, leading healthy, successful communities.

 

40% Program Management/Outreach Responsibilities

-Provide leadership and program management to the Campus Prevention Program. Develop goals and work plans to coordinate the planning, development, implementation, and evaluation of prevention efforts. Assist in the formation, implementation and development of the UHS 5 year Prevention Plan. Ensure that programmatic efforts are aligned with the plan.

-As a member of the UHS and Prevention team mangers, provide leadership and mentoring for a creative, collaborative work environment that promotes innovation, learning and success.

-Identify, where possible, and solicit external resources needed to carry out prevention programs in an efficient and effective manner.

-Apply quantitative skills to interpret, and analyze outcome data to guide program changes and development. Solicit and monitor feedback and survey data from students and customers.

-Working with program staff, assume responsibility for grant and contract negotiations and oversee the development and evaluation of work plans between the UHS Campus Prevention Team and federal, state and local funding agencies. Manage efforts to ensure that contract terms and work plans are met and that customer satisfaction is high with regard to UHS products and services.

-Identify opportunities to enhance current prevention relationships with new and existing stakeholders, which would include campus and community organizations and federal and state funding agencies. -Work in coordination with the Director of Prevention Services in determining staffing requirements for Campus Prevention Team.

-Assume responsibility for the recruitment, hiring, supervision, evaluation and oversight of Campus Prevention staff.

 

20% Training and Technical Assistance

-Build organizational capacity to deliver innovative and effective evidence-based prevention programs and implement population based strategies to improve student health and academic success. This may involve mentoring, consultation, training, technical assistance and policy development.

-Identify opportunities for student involvement in prevention related activities.

Ensure that prevention programs and services are delivered in a culturally competent manner that addresses the needs of a diverse student community.

 

20% Injury and Illness Prevention/Health Promotion

-Serve as a content expert and work with program staff in developing and implementing effective prevention strategies for the individual, campus and community level.

-Identify opportunities to effectively utilize technology and emerging tools to deliver effective health promotion programs.

Work closely with campus and community partners to implement and evaluate strategies that create a campus environment that promotes the health and academic success of UW-Madison students.

-Work closely with the UHS Communication Manager to ensure that health messaging and the mechanisms of communication are effective in achieving the desired health improvement outcome.

 

10% Administrative Leadership Responsibilities

-Oversee the fiscal management and monitor the budget of the UHS Campus Prevention Team.

-Monitor grant expenditures to ensure that spending is within budget.

- Manage and oversee the daily operations of the UHS Campus Prevention Team.

 

10% Other duties as assigned

-Assist in other, related duties as requested by the Prevention Director or Executive Director of the University Health Services.
