NATIONAL FORUM ON CAMPUS SEXUAL ASSAULT

The Department of Criminal Justice Services, in collaboration with the International Association of College Law Enforcement Administrators (IACLEA) and the Virginia Association of College Law Enforcement Administrators (VACLEA), is hosting a National Forum on Campus Sexual Assault. This Forum is designed to bring together experts in the field of campus sexual assault to discuss the latest research, policies, legal challenges, interdisciplinary cooperation, and reporting issues.

This forum has been structured to encourage a cross disciplinary approach to this complex campus and community public health issue. Leading national experts will discuss critical issues that impact the policies and procedures that must be in place for the proper management and investigation of sexual assaults reported to colleges and universities. Facilitated question and answer sessions will allow for participant interaction with panels of subject matter experts.

Attendees will have significant opportunities to share expertise and resources with colleagues from across the country. Suggested participants include: campus police and security personnel, municipal law enforcement with a connection to institutions of higher education, student life professionals, counseling and women’s center professionals, prosecutors, mental health professionals and other interested campus or community personnel.

Scheduled topics will include:

  • Campus Law Enforcement/Public Safety Response and Legal Issues Surrounding Campus Sexual Assault/Clery Act

Speaker: Dolores Stafford, D. Stafford and Associates
Ms. Stafford is the founder of D. Stafford and Associates, a company that provides training and technical assistance to colleges, universities and police departments across the country. During her 26 year distinguished career in the law enforcement and the security industry, she served as a police officer, sergeant, assistant chief and chief. She has worked in campus law enforcement for 23 years at Bucknell University, Butler University, and most recently at The George Washington University, where she served as Chief of Police for a 176 member police department for 18 years. She has a Bachelor’s Degree in Criminal Justice from Mansfield University and has a Master’s of Science Degree in Education from Bucknell University. Ms. Stafford is a Certified Litigation Specialist. As the former chief of one of the nation’s premier campus police departments, she is a much sought after speaker, consultant, educator, expert witness, and instructor on campus security, campus safety and law enforcement related issues including the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (The Clery Act) and the security and safety requirements of the Higher Education Opportunity Act (HEOA).

  • Sex Crimes Allegations: Management and Best Practices in the University Setting

Speaker: Gina Maisto Smith, Ballard Spahr LLP
With nearly two decades of experience as an Assistant District Attorney in the Philadelphia District Attorney's Office, Gina Maisto Smith is a veteran litigator. While in the district attorney's office, Ms. Smith prosecuted high-profile homicide, rape, and complex criminal cases. She was responsible for the investigation, preparation, and prosecution of more than 100 jury trials and thousands of bench trials. Additionally, she trained and mentored new assistant district attorneys through the American Prosecutors Research Institute and the National District Attorneys Association. After dedicating 15 years solely to sexual assault, from child abuse to acquaintance rape, Ms. Smith is well versed in all aspects pertaining to the investigation and prosecution of sex crimes. In addition to prosecuting such crimes, she has trained investigators, social workers, counselors, prosecutors, and other professionals in the management, investigation, and prosecution of sexual assault. As a prosecutor watching academia struggle with myriad issues surrounding sexual misconduct, Ms. Smith grew interested in helping create a solution to the "rock-and-hard-place position" schools often face in managing allegations of sexual misconduct. She has become adept at guiding colleges and universities through such challenges, including the management of criminal conduct, investigations, communications with law enforcement, Clery Act requirements, disciplinary proceedings, and the interplay of civil and criminal proceedings. Ms. Smith assists college and university clients in avoiding the pitfalls of an improperly conducted investigation and ensuring that their response does not compound the problems created by crises. She has developed a niche practice of assisting higher education and corporate clients in managing misconduct allegations, with a focus on sexual misconduct.

  • Policy Implications of Campus Sexual Assault Practices

Speaker: Dr. Peter Lake, Professor of Law, Charles A. Dana Chair and Director of the Center for Excellence in Higher Education Law and Policy at Stetson University College of Law
Dr. Lake teaches and writes in the areas of torts, higher education law and policy, insurance, and jurisprudence. He co-authored The Rights and Responsibilities of the Modern University and has authored numerous law review articles and publications. Dr. Lake is an internationally recognized expert on higher education law and policy. His latest book, Beyond Discipline – Managing the Modern Higher Education Environment, was published in 2009 by Hierophant Enterprises, Inc. He is a graduate of Harvard College and Harvard Law School. Dr. Lake is a highly sought after speaker and futurist, particularly in the field of higher education law and policy, where he has served as a presenter or keynote speaker at more than 100 national and regional meetings.

  • Sexual Predators on Campus: Research Studies and Statistics

Speaker: Dr. David Lisak, Associate Professor of Psychology at the University of Massachusetts, Boston
Dr. Lisak is a clinical psychologist who specializes in the study of the causes and consequences of interpersonal violence. His research focuses on the motives and behaviors of rapists and murderers, the impact of childhood abuse on adult men, and the relationship between child abuse and later violence. He consults nationally with law enforcement, prosecutors, judges and the U.S. military, and is the founding editor of the journal, Psychology of Men and Masculinity.

  • Evolving Challenges for At-Risk Response Teams: Mental Health Issues

Speaker: Dr. Greg Eells, Director of Counseling and Psychological Services, Associate Director of Gannett Health Services at Cornell University
Dr. Gregory Eells has been a counseling center director for the past 11 years. He currently serves as the Director of Counseling and Psychological Services and the Associate Director of Gannett Health Services at Cornell University. He has held this position for the past six years. Prior to working as a counseling center director, he worked as the training director of an APA-accredited internship program. Dr. Eells publishes articles in scholarly journals and presents frequently at national conferences. Areas of interest include leadership, staff morale and development, mental health delivery systems, self-injury in higher education settings, and providing care to challenging students. Dr. Eells has served on the governing board of the Association for University College Counseling Center Directors and is currently president of that organization.

  • Campus Threat Assessment Teams

Speaker: Major Gene Deisinger, Ph.D., Deputy Chief of Police and Director of Threat Management Services for Virginia Polytechnic Institute and State University
Major Gene Deisinger, Ph.D., serves as Deputy Chief of Police and Director of Threat Management Services for Virginia Polytechnic Institute and State University. Dr. Deisinger earned his doctorate in counseling psychology from Iowa State University. He is a licensed psychologist, a certified health service provider in psychology, and a certified peace officer. Dr. Deisinger is co-author of the recently released Handbook for Campus Threat Assessment & Management Teams, a practical resource designed specifically for institutions of higher education. He serves as a subject matter expert and trainer for the Campus Threat Assessment Training initiative for institutions of higher education, a program offered through the U.S. Department of Justice, Office of Community Oriented Policing Services.
