Any punishment of the students who were drugged is likely to result in survivors NOT coming forward after future drug/alcohol facilitated sexual assaults. Survivors are likely fear the punishment and judgement. Many campuses around the country understand this element and even have policies (whether written or unwritten) stating if you seek medical help due to a crime committed against you while you are intoxicated and/or drugged, you will not face underage drinking charges.

I don't have details, but based on this article, the university's comments seem to be more victim blaming than addressing perpetrator behavior, but it isn't clear who's "bad choices" they are referring to (victim's or perpetrator's).
