TEMPORARY EMPLOYMENT OPPORTUNITY
Empowerment Evaluation Associate
The Injury and Violence Prevention Branch (IVPB) seeks a part-time, temporary employee (32 hours per week) to serve on the evaluation team for the EMPOWER project and the Rape Prevention and Education (RPE) Program. This temporary part-time position will begin as soon as the position is filled and continue until 4/30/12, depending on funding. The IVPB will provide a work space and equipment and expects the Empowerment Evaluation Associate to work on-site except when job duties require work elsewhere. The employee’s work schedule is negotiable, depending upon project requirements and deadlines.
Salary range: $17 - $25/hour depending on experience
Please note: This temporary position does not include benefits or paid holidays, vacation, or sick leave.
Activities
- Assist with planning and facilitating meetings of the NC Sexual Violence Prevention Team (NCSVPT).
- Lead or co-lead NCSVPT sub-committee meetings. Communicate with sub-committee members between NCSVPT meetings and ensure timely completion of planned activities.
- Collaborate as part of the empowerment evaluation team to develop tools and processes designed to evaluate the NC Statewide Sexual Violence Prevention Plan (both process and outcome evaluation).
- Work with the EMPOWER team to refine the NC Sexual Violence Prevention Plan’s goals and objectives.
- Collaborate as part of the empowerment evaluation team to develop a continuous quality improvement (CQI) plan for the implementation of the NC Statewide Sexual Violence Prevention Plan.
- Collaborate as part of the empowerment evaluation team to develop a sustainability plan.
- Collaborate as part of the empowerment evaluation team to develop a communications strategy to disseminate evaluation, CQI and sustainability plans to key stakeholders and the public.
- Collaborate with empowerment evaluation team and RPE staff to develop an evaluation plan and relevant evaluation tools for use by RPE grantees.
- Assist with finalizing a training plan for RPE grantees.
- Work with RPE staff to design the evaluation section of progress report templates.
- Review RPE grantees’ progress reports to assess technical assistance needs related to evaluation of their projects.
- Provide RPE grantees with specific written feedback in response to the evaluation sections of their progress reports.
- Following submission and review of progress reports, conduct follow-up technical assistance regarding grantee project evaluation via phone calls, emails and/or site visits.
- Collaborate with empowerment evaluation team and RPE staff to design, facilitate and coordinate trainings on community assessments and program evaluation.
- Work directly with grantees to provide training and technical assistance regarding program evaluation for their projects as needed.
- Supervise secondary mentoring relationships related to evaluation-capacity building.
- Work with RPE grantees to develop output and outcome targets for contract deliverables.
- Work with existing data sets to determine the magnitude of the problem of sexual violence and to determine the gaps in existing data.
- Collect primary data on selected populations through the use of focus groups, key informant interviews, and surveys.
- Analyze primary data, interpret the results and report the findings in a format for a variety of audiences, both lay and professional.
- Attend two out-of-state CDC meetings per year, and participate in all conference calls pertinent to the EMPOWER project.
- Conduct literature searches, as needed.
- Write or co-write reports, as needed.
Qualifications
Required:
- Familiarity with evaluation planning and developing evaluation tools
- Qualitative research skills, including:
- Focus group, recruitment and implementation
- Key informant interview skills
- Data analysis and interpretation
- Quantitative research skills including use of existing data sets
- Experience working with groups of people to accomplish complex tasks
- Experience providing technical assistance
- Good written and interpersonal communication skills
- Familiar with and understands primary prevention concepts
- Experience doing literature searches
- Flexibility and the ability to adapt to project needs
- Independent, self-motivated worker
- Has own transportation (car) for use to carry out job tasks
- Strong organizational skills and ability to manage several complex tasks during the same time period
Preferred:
- Basic understanding of public health principles
- Familiarity with design, implementation and analysis of online surveys e.g. Survey Monkey
- Masters Degree in public health or related academic discipline
- Meeting facilitation
