Wade,
At UVA, the victim impact statement is given after there has been a finding
of guilt, at the onset of the sanctioning phase.

Subject: Victim Impact Statements
Dear Colleagues,
I was wondering what your various Codes of Conduct and/or College/University
policy say about sexual assault survivors/victims giving victim impact
statements during sexual assault hearings before college judicial bodies,
i.e., do you do it? Does it come before or after the student has been
adjudicated? Do you do it before the sanctioning phase?
Thank you all as always,
Wade
