Friends & Colleagues,

As you may have heard, Security On Campus is leading a campaign to reform
the federal guidelines, found in the Jeanne Clery Act and Title IX, for how
colleges and universities handle sexual assaults involving their students.
We know directly from our own work with the victims of these crimes and the
year-long investigation "Sexual Assault on Campus: A Frustrating Search for
Justice" by the Center for Public Integrity that these changes are necessary
and pressing.

Last Friday at the Congressional Victims' Rights Caucus Policy Forum we
announced the initial outline for the Campus Sexual Assault Free Environment
(SAFE) Blueprint with the support of Students Active for Ending Rape
(SAFER), Promoting Awareness, Victim Empowerment (PAVE), and Sisters
Together Assisting Rape Survivors (STARS).

forum. We are continuing to solicit feedback, suggested adjustments or
additions, and support from all key stakeholders as this initiative moves
forward.

We are looking primarily at four areas - 1.) Education, 2.) Disciplinary
Proceeding Process & Rights, 3.) Victim Accommodations, and 4.) Enforcement.
We would appreciate any suggestions you may have especially about benchmarks
for the education components.

As important as strong responses are to sexual assault when it happens, it
is no accident that we're looking at education as the first component of
this proposal. Underlying culture change will be necessary to truly bring
about campus environments where all forms of sexual violence will not be
tolerated. We want to drive educational programs that will help facilitate
this by setting key benchmarks while allowing significant flexibility for
each campus and evolution over time.
