Prevention Institute is please to share San Mateo County's Primary
Prevention Framework for Substance Abuse and Mental Health.
<http://www.preventioninstitute.org/MHpubs.html>   The Framework is a
result of a collaborative planning process, convened by San Mateo County
Health System Behavioral Health & Recovery Services (BHRS) and
facilitated by Prevention Institute
<http://www.preventioninstitute.org/> , which set out to develop a
strategy to reduce the number of people who need behavioral health
services in the first place.

This approach requires a new way of doing business by expanding
prevention efforts to focus on organizational practices and policy
change, reaching out to new partners, and taking a comprehensive
approach to understanding and addressing the underlying determinants of
behavioral health- those elements that influence rates of particular
mental health conditions and addiction.

The BHRS Primary Prevention Framework process identified four prevention
strategies that can stem the flow of people who need intensive
behavioral health services. These strategies focus on 1) enhancing
place, 2) connecting people, 3) fostering prosperity, and 4) expanding
partnerships.
