 Our campus does not have an explicit protocol on that record. We have
four police departments (University, Champaign, Urbana, & county
sheriff) that our students have some potential for interacting with. We
have received verbal promises from representatives of the police and
State's Attorney's office that if someone has been sexually assaulted
(or the victim of most any crime), they won't prosecute the victim for
other issues (underage drinking for instance). They have avoided
creating a formal policy that would prohibit them from charging a
survivor with another crime, and my guess is that they would also avoid
formalizing a policy for bystanders. 
  I will speak with our student judicial office, though. I don't know
how often this comes up, but I think it would certainly be interesting
if students knew they wouldn't be punished for speaking out.

Yes, exactly.  Including, if you are drunk and you see someone being
raped, and call the police, you will not get an alcohol violation.  The
DeAnza case sets a good picture.  If those two women (or 3) had been
really intoxicated and underage but called the police in that
circumstance, I strongly believe that there should be a policy exempting
them from any alcohol violation.  Some schools call this a good
samaritan policy.

What kind of amnesty? Underage alcohol consumption, drugs or something
else? 
Bucknell had a policy like that for alcohol, for example if you got help
for a student who was super drunk and in danger of alcohol poisoning,
other underage and drunk students would not get in trouble if they
called for help and someone from the U came in and saw alcohol policy
violations.

Hello everyone-

As our campus prevention programs begin to strongly encourage the
practice of being a prosocial bystander, our campus Alliance for Sexual
Assault Prevention group has been struggling with how to really be able
to do this without an amnesty policy on campus.  We are starting to look
at what other campuses are doing and I am wondering if any of you have
rewritten your policies on campus to include this and/or what kinds of
policies (if any) do you have to encourage active bystander behavior
with amnesty if necessary?
