I missed the original of this message, but added my two cents after two of 
the questions.  My thoughts are typed after the all caps reply,and ends

I agree - without the chain of custody maintained, the PERK ("rape kit") is 
meaningless!  While the hospital can surely do a medical exam if the woman 
does not want to report to the police, the forensic exam should require 
police involvement.  Also, FYI - the state pays for the forensic exam here

I'm a SANE (forensic nurse) and while I've read about Clery reports on this 
listserve, I certainly don't do anything to file one.  We are not 
"required" to notify the police if a woman presents after a rape and does 
not want to involve them (due to patient confidentiality), but I would 
encourage a woman to do so if she was even considering involving police 
because after 48-72 hours, that evidence is GONE - (SANDRA)
